HOME ABOUT NFA DIRECTORATE

Directorate

The Directorate is responsible for overall leadership of the organization. The Directorate is directly responsible for managing communications with the Board and facilitating and managing the governments obligations for major Public Investment Programs undertaken in the fisheries sector.

The core functions of the Directorate are:
  • To ensure that NFA operates efficiently and effectively to fulfil the powers and functions required under the Fisheries Management Act.
  • To report to the Board enabling it to govern effectively, ensuring Board authority to act is obtained as required under the Fisheries Management Act.
  • To provide a secretariat to the Board.
  • To provide strategic direction for NFA, in line with government policy and consultation with other stakeholders.
  • To facilitate major donor-funded fisheries projects on behalf of the PNG government.
Strategic goals for the Directorate are:
  • NFA PNG - Signing MOADeveloping and implementing policies that maximise the long term economic benefits to PNG from its fisheries, give potential investors increased confidence to invest in PNG through clear policies, agreed entry terms and an awareness programme promoting industry activities and potential.
  • Implementing policies and development programs to create a robust, competitive and profitable national fishing industry.
  • Keeping the Board and Minister well briefed on significant fisheries issues.
  • Facilitating strategic and annual planning processes involving key staff to provide a framework for effective decision making and an activity-based budget.
  • Having a strategy for fisheries development that provides a cohesive framework for determining development priorities and coordinating investment by donor agencies.
  • Implementing the Fisheries Management Act and regulations and ensuring it is functioning well to facilitate development, close loopholes to improve compliance and promote effective governance.
  • Maintaining tight financial management and control based on generally accepted procedures in the private sector, regular monthly review against plan by management and reporting to the Board on a quarterly basis and the government as required.
  • Implementing a sustainable fee base for NFA that provides sufficient funds and reserves to enable the ongoing operation of the organisation and fisheries development programs, including progressive introduction of cost recovery from tuna and prawn domestic fisheries.
  • Recruiting and retaining competent, professional managers and staff rewarded for initiative and performance, including an annual performance-based bonus.
  • Establishing a summary administrative panel to efficiently process straight forward offences under the Fisheries Management Act.
  • Managing Public Investment Programs ensuring that government commitments are met and benefits are delivered to the fisheries sector, including;
    • ADB Fisheries Development Project.
    • AusAid National Fisheries College Strengthening Project.
    • EU Rural Coastal Fisheries Development Project.
    • ADB Coastal Fisheries Management and Development Project.
    • Infofish pilot project on value-added tuna products.
